In November 2021, the Ministry of Housing and Urban-Rural Development launched pilot projects for urban renewal in 21 cities, including Beijing, to guide localities to explore urban renewal working mechanisms, implementation models, supporting policies, technical methods and management systems according to local conditions. At present, the two-year pilot work is nearing the end, and a number of experiences and practices that can be replicated and promoted have been explored and formed in various localities. China Construction News and the Department of Building Energy Conservation and Technology of the Ministry of Housing and Urban-Rural Development launched a special report, following the continuous publication of the work experience and results of Ningbo, Suzhou, Xi'an, Huangshi, Jingdezhen, Chengdu, Changsha, Yinchuan, Chongqing, Tangshan, Yantai and other pilot cities, and continued to share the pilot experience of Shenyang, Nanjing, Nanchang, Tongling and other places for mutual learning.

1、Shenyang, Liaoning："1+5+5+N" promotes overall systematic updates

Since Shenyang was approved as one of the first batch of urban renewal pilot cities in the country in November 2021, it has implemented the "Five Major Actions" of urban renewal, compiled and completed the "Shenyang Urban Renewal Special Master Plan", and built a "1+5+5+N" promotion system, that is, to achieve one goal of urban revitalization and development; Implement five major actions to ensure social and people's livelihood, revitalize industrial economy, highlight humanistic charm, optimize green ecology, and support resilience and wisdom, and implement five strategies to practice the concept of "two neighbors", renew inefficient spaces, inherit cultural roots, leave blank space and increase greenery, and improve infrastructure. From a single improvement of physical space to the efficient integration, collaborative utilization and value transformation of global urban resources, the quality of the city has been comprehensively improved.

(1) Reconstruct the spatial structure and optimize the form of urban development.

Shenyang has demarcated 35 core development sectors and 55 renewal areas to create waterfront characteristic functional areas, urban renewal demonstration areas, high-tech industry aggregation areas, and public service center areas, transforming from the past "spreading the pie" and single-center development model to a multi-center, group-based, and networked urban structure.

Shenyang Fangcheng is the origin of Shenyang's 2,300-year-old history, and still maintains a unique spatial texture. The urban design connects the scattered cultural resources in series, creates large-scale immersive projects at important nodes, leverages the entire line with points, reshapes the pattern of the "well", dredges the "capillaries", and successively completes the transformation and upgrading of characteristic alleys such as Toutiao and Guanjuzi, so as to provide citizens and tourists with rest, social, cultural and connotative public spaces and colorful tourism routes, and promote regional economic and industrial development with the help of unique cultural attributes.

(2) Expand funding channels and innovate project operation models.

Taiyuan Street is one of the demonstration areas of urban renewal in Shenyang, and the renovation of 125 hectares of historical and cultural blocks, the renovation of 1.01 million square meters of old communities, 31 pocket parks and other livelihood public welfare projects in the area will be combined with 6 reserve plots and 10 low-efficiency housing projects. Through a variety of methods such as agreement relocation, lease before transfer, and transfer with industrial conditions, cross-project operation is carried out as a whole to achieve a balance of income.

Another example is the historical building complex of Dongmao Library in Dadong District, which was built in 1950 during the period of resisting US aggression and aiding Korea, covering an area of 175,000 square meters. With the support of the relocation policy, the project company will revitalize the idle warehouse, and with the support of the fire protection supporting policy, the renovation and renovation of the historic building and the fire protection acceptance have been successfully passed, and now it has been put into use, and the storage park has been transformed into a "China Resources Times Park", which has become a comprehensive urban living room integrating culture, communication, leisure and other functions.

(3) Social forces have increased, and project construction has taken off in an all-round way.

In the past two years, the proportion of urban renewal projects in Shenyang has continued to increase, with urban renewal projects accounting for 51% in 2022 and 69% in 2023. Promote major changes in the urban development strategy, from scale incremental construction to stock transformation to improve quality and efficiency, and form a new situation of multi-party investment by central enterprises, state-owned enterprises and private enterprises.

'Old North Market" used to be one of the four traditional Chinese lively public places, comparable to the Beijing Tianqiao, Tianjin Quanyechang and Shanghai City God Temple at that time, and was known as the "first city in Northeast China". With the rise of emerging businesses, the scenery of Laobei City has ceased to be beautiful in recent years, and in the process of renovation, through repackaging design, vitality reengineering and upgrading, and overall style renewal, China's first immersive Northeast market life commercial complex has been successfully built.After the renovation, Laobei City has accumulated cultural heritage such as the Imperial Temple, Xibojia Temple, Taiping Temple, and the former site of the Manchuria Provincial Committee of the Communist Party of China. Folk culture, ethnic culture, blessing culture, red culture, etc. are diversified here, presenting a picture of Shenyang's life.
