For the urban organic renewal project in the Four Sacred Shrines area, a special working group or headquarters has been set up to promote the construction of the project. The special staff is composed of the district urban renewal department, the relevant business backbone of the street and the district's state-owned companies. As the main body of project implementation, the state-owned enterprises affiliated to the district shall prepare the project implementation plan in accordance with the integrated mode of planning, design, construction and operation.
"We adhere to the concept of continuous renewal, take the area as a unit to coordinate key tasks such as regional renewal and renovation of old communities, and establish and improve the project promotion mechanism of one renewal area,one working team, one implementation plan, one operating body, and one set of governance system to ensure the implementation of urban renewal work. The relevant person in charge of the Chengdu Municipal Housing and Urban-Rural Development Bureau said.
In the past two years, Chengdu has promoted the construction of projects through the "Five Ones" mechanism, implemented organic renewal of 106 districts, built 83 pension service facilities, installed 3,203 elevators, and added charging piles in 15,038 existing communities, so as to promote the overall improvement of urban functions, spatial structure, environmental quality, and governance services.

2) Party building leads the development of a good "governance formula".

Huanhua Community in Qingyang District was built in 1998 and is a resettlement community, with a total of 22 buildings, 1,236 households and 3,698 people. "In order to promote the high-quality construction and presentation of urban renewal projects, we adhere to the logic of government guidance, market entities and commercialization, and explore and form an integrated model of planning,design, construction, operation and management in practice, so as to promote the transformation of urban renewal to the closed-loop of the whole chain, and solve the problem that planning, design, construction and operation cannot be organically connected in the past. The relevant person in charge of the Chengdu Municipal Bureau of Housing and Urban-Rural Development said.
The Mengchai Bay project in Chenghua District has introduced specialized enterprises to help the old city be reborn. Through overall planning, step-by-step implementation, and commercial operation, the 24,000 square meters of high-quality resources are planned, constructed with high efficiency, and operated with high efficiency, so as to open up the value of the Mengchai Bay area with "urban renewal". At present, cultural formats such as Shu embroidery, Shu brocade, Sichuan opera, shadow puppetry, and panda ear picking account for more than 30% of the total, and the average annual consumption of cultural and creative products reaches 700 million yuan.
At the same time, fully considering the demands of local residents, promoting "giving way to the people", optimizing the 2.5-kilometer-long and 7-meter-wide riverside roadway into a 4-meter "walking + bicycle" slow roadway, building a "seamless connection" slow traffic system, and realizing the integration of "the way home" and social scenes.
Chengdu has a history of more than 3,000 years and rich historical and cultural relics, and it is very important to find the right balance between protection and development in the construction of a park city.
