Preamble
On March 26th, Park City Index Seminar ended successfully at China Science and Technology Hall, which witnessed the sign of strategic cooperation agreement between Sichuan Tianfu New District Management Committee and Urban Planning Society of China (Hereinafter referred to as UPSC) and the unveiling ceremony of Park City Index Research Center.
Park City Index Seminar was hosted at China Science and Technology Hall by UPSC and Sichuan Tianfu New District Management Committee on March 26th.
Nan Shi, Executive Vice Chairman and Secretary-General of UPSC presided over the opening speech. Xingping Liu, Director of the Academic Department and Director of the Corporate Work Office from China Association for Science and Technology, Anjun Sun, Chairman of UPSC and Renyuan Liu , the Secretary of Tianfu New District Working Committee of Communist Party of China in Sichuan Province delivered the speeches respectively.

Director Xingping Liu, in his speech, believes that the role of technological innovation should be take fully advantages in city regeneration as the construction of park city is facing new challenges, which can lead the transformation of city development, economic development and social governance. It’s our responsibility and obligation to come up with the model of future city and the sustainable development project with the superiority of Chinese socialism. China Association for Science and Technology is engaging to build the brand of Science and Innovation China in an all-round way with the final aim to give fully play to the advantages of the scientific community and academic community and further construct new innovation organization. Park City Index, as a new type of technical service produce, is greatly and positively crucial to the practice the ideas of new development, construct new layout of development and promote the city development and construction with high quality.

Chairman Anjun Sun, in his speech, points out that city development with high quality has become a hot topic in the era of ecological civilization. The emergence of park city, just matching with the common requirements from the current city development, is a scientific grasp of city development rules and the a sublimation of city construction theories. In accordance with the requirements of General Secretary Xi Jinping, UPSC and STNDMC start the in-depth cooperation , explore the planning and construction standard for park city, reach the consensus for park city with replicate and easily-promotion characteristics and initially establish park city 1-5-15 index framework system. A series of measurement indicators are generated in sight of the systematical transformation and development of the city in the era of ecological civilization, which provides a kind of systematical, operable and innovation solution for the sustainable development of future city.

Secretary Renyuan Liu, in his speech, introduces the proposal and development background of the park city concept. In October 2020, General Secretary Xi Jinping personally reviewed and approved Chengyu Region Construction and Planning Outline for Chengdu-Chongqing Economic Circle , which clearly supports Tianfu New District to construct park city, including planning guidelines, index evaluation and value conversion,etc. This event marks the entering of a brand new stage from theoretical exploration into Chinese wisdom and from innovative practice into concise Chinese solutions as park city serves as an important support for national strategies. He suggests that we should deepen the theoretical research of park city, innovate the practice of park city and enrich the value expression of park city to strive to provide a new paradigm of ecological civilization for the sustainable development of world cities.

Secretary-General Nan Shi introduces the research achievements and the future plans of Park City Index framework . He points out that Park City Index framework is both a set of metrics for park city and a set of systematical solutions for city transformation. Park City Index (Hereinafter referred to as PCI) should be a scientific tool to practically evaluate , diagnose and guide the future city under the new era of ecological civilization, not only a ranking system. He emphasizes that PCI must reflect the academic and social values. We should further discuss the indicators of park city, orderly expand the sampling of city data and explore the diversified methods of city analysis. With continuous and in-depth cultivation and research, PCI could be constructed as a technical service brand for Science and Innovation China and provide the normalized technical services for the cities in China.

Academician Jin Duan introduces the positioning and function of PCI research and the difficulties in the following works.
Firstly , he introduces the vision and function of PCI, in which the understanding of PCI is very crucial because PCI is a set of value system with vigor, comparability and practical value.
The functions of PCI are shown in three aspects: value-oriented transformation, development promotion with comparing evaluation and service guidance with technology.
The meaning of PCI have two aspects. On one hand, Tianfu New Disctrict, as the origin site, pilot and demonstration sites of park city, should be summarized into a index and evaluation. On the other hand, it’s an important exploration to learn the transformation of industry service, namely that how the market and profession are combined together to play an important role.
The research of PCI have three difficulties. Firstly, PCI originates in Chengdu City, but its sustainability and standardization should be nationally considered as its wide application in the future. It’s difficult to unify the multiple indicators; secondly, both international standards and China’s reality should be considered. Situations varies among places and how to be objective, reasonable and scientific in calculation. It’s vary difficult; thirdly, the chief executive is faced with many difficulties, such as the consensus and weight of the indexes, as there are total five fields and fifteen aspects. For instance, as for cultural heritage, histories varies greatly and how to select indexes? Certain standards were rather rigid and we had to learn from it. The inappropriate indexes will lead to damage.
Guoxin Ma
Academician of Chinese Academy of Sciences, Chief Architect of Beijing Institute of Architectural Design, Professor-level Senior Architect
Academician Guoxin Ma, in his speech, points out that the construction of park city has the right time, place and people. Its framework is established in sight of multiple disciplines, multiple departments and multiple professionals. He suggests that the framework of PCI should be human-oriented and tailored to local conditions, which is adjusted according to different situations.
He believes that the framework is closely to people’ lives, which needs the evaluation of indexes and the value guidance and evaluation. And the independent evaluation of the third part is required to maximize its functions.
Finally, he emphasizes that the in-depth process and exploration of PCI should offer the citizen and the city a sense of belongings and affinity.
Jinnan Wang
Academician of Chinese Academy of Sciences, Dean of Chinese Academy of Environmental Planning, Director of Key Laboratory of Environmental Planning and Policy Simulation
Academician Jinnan Wang, in his speech, points out that the index is a guidance itself. Meanwhile, the indexes should be value orientation with strategic deployment and strong functions. PCI is leading, ecological and scientific.
He suggests that the research of PCI should learn from the indexes of the similar cities, such as beautiful city index, happy city index, and environmentally livable city index, to enhance its scientific characteristics; meanwhile the indexes should go beyond Tianfu New District and be diverse, open, dynamic and calculable , avoiding lock-in effects.
Finally, he emphasizes that the harmony between man and nature should be placed in an important position based on the current development trend.

Advisor of Interregional Affairs of United Nations Human Settlements Programme, General Coordinator of China Affairs
Rong Yang puts forward three thoughts.
Firstly, the index should consider data collection feasibility, tracking, evaluation, calculation and quantification, etc.
Secondly, the utilization of PCI should be explored and deepened. The index design should be considered as its scale, depth and total numbers etc. The number of the indexed should be limited and not too many. The comprehensive indexes and the specific indexes should be combined together. Meanwhile, we should also consider how to combine PCI with the sustainable development goals of UN to further provide more Chinese experiences for other countries on the international stage.
Xiaoqi Wang
Dean of Chengdu Institute of Planning and Design, and Dean of Chengdu Tianfu Institute of Park City
Xiaoqi Wang, in his speech, introduces three aspects of PCI: index exploration direction, earlier research of sub-projects and future plans.
With the introduction of main city evaluation index, he believes that PCI intends to provide a gentler and more inclusive tool of diagnosis for the sustainable development of Chinese and world cities as well as the the ways and suggestions, rather than establishing a new and unconventional ranking system. Meanwhile, PCI is published by UPSC with Chengdu City and Tianfu New District as the working ground, which displays a strong operational and vital pattern of cooperation.
He introduces the sub-project of natural symbiosis and city-park integration from four dimensions: era trend, target decomposition, calculation of sub-indexes and index evaluation. The procedure for the establishment of index system follows initial establishment of specific index, index calculation, sample verification, pilot of ten cities based on topography and landform and final construction of scientific index system.
Secretary-General Nan Shi , in the summary, indicates that this seminar will successfully supports the future work and give us strong confidence, and PCI means evaluation and diagnosis, not raking and listing. How to change the traditional index quota requires that less dependence on the objects being evaluated.
He emphasizes that PCI should be endurable and vital. That requires constant innovation and less path-dependence. The advantages of UPSC rely on teams and innovation. I hope that everyone can integrate the wisdom of the teams and five full play to the advantages in the work and communication.
Finally, Renyuan Liu , the Secretary of Tianfu New District Working Committee of Communist Party of China in Sichuan Province, believes that we are more confident with clearer objectives after the discussion of this seminar and expresses full support and cooperation in the future. PCI seminar ended successfully so far.
