Since its establishment, UN-Habitat has been active in intergovernmental exchanges and practical activities in developing countries. The United Nations has endorsed several initiatives proposed by Dr. Ramachandran on behalf of the Center. For example, in 1985, the General Assembly adopted a resolution to designate the first week of October each year as World Habitat Day, with an annual theme. The year 1987 was designated as the International Year of Shelter for the Homeless, and in 1988 the Global Strategy for Shelter to the Year 2000 was proposed. In 1989, the UN-Habitat Scroll of Honor Award was established to recognize individuals, institutions, and governments that have made outstanding contributions in the areas of housing supply. It attempts to bring attention to the plight of the homeless, provide leadership in post-war reconstruction, develop and improve the human settlements and the quality of life of urban residents. At the annual World Habitat Day global celebration held on the first Monday of October, UN officials present plaques engraved with the names of the Habitat Award winners and their achievements to each recipient.

China returned to the United Nations in October 1971. Since 1983, representatives of the Chinese government have attended the annual sessions of the UN Commission on Human Settlements as observers, and in 1988 China was admitted as a member of the Commission.

Since the 1980s, the Chinese government began to gradually participate in the activities of the UN Habitat, such as the International Year of Housing activities, etc. In 1990, the Tangshan Municipal People's Government won the UN Habitat Award for the first time for the tremendous achievements in post-earthquake reconstruction, led by Professor Wu Liangyong of Tsinghua University, Beijing Ju'er Hutong renovation project won the World Habitat Award in 1993. Dr. Ramachandran has visited China three times, the work of China in habitat activities to give a high evaluation, the reform and opening up, China's urban development, housing solutions, environmental protection, population control and other achievements to give recognition.

The Beijing Information Office of UN-Habitat was established in Beijing on October 29, 1992, according to the Memorandum of Understanding signed between the Ministry of Construction of China and UN-Habitat on August 6, 1991. With the strong support of the Ministry of Construction of China and UN-Habitat, the Beijing Information Office has done a lot of work to strengthen the exchange of information and experience between the United Nations and China and the cooperation between the two sides. It expanded the influence of the United Nations Commission on Human Settlements in China and promoted China's achievements in the field of human settlements to the world.

To arouse the attention of all governments and the whole society to solve the Habitat problem and to call upon the whole world to make efforts for the development of Habitat. According to the resolution 47/180 of the 47th United Nations General Assembly in 1992, the United Nations scheduled to convene the Second Conference on Human Settlements (Habitat II) in 1996.

With the approval of the State Council, the China Preparatory Committee for the UN Habitat II was established. The committee was composed of the Ministry of Construction, the Ministry of Foreign Affairs, the Ministry of Finance, the State Science and Technology Commission, the State Family Planning Commission, the State Environmental Protection Administration, the General Bank of the People's Bank of China, and the people's governments of Beijing, Shanghai, Chengdu and Shenzhen.
