The Secretary-General of Habitat III, Dr. Carlos, stated that in the first decades of the 21st century, there is an urgent need to revisit the Habitat Agenda and its implementation with a view to developing a New Urban Agenda that maximizes the benefits of urbanization in order to make cities more prosperous and countries more developed. The New Urban Agenda should continue the unfinished business of the Habitat Agenda and the Millennium Development Goals and should propose solutions and recommendations for action to eliminate slums forever, eradicate poverty and address the inequalities that have persisted and are still prevalent in many cities. The New Urban Agenda needs to create the conditions for a fundamental shift to a more sustainable development model of urbanization that strives for inclusive, people-centered and sustainable global development.
In line with the goals set out in the 2030 Agenda for Sustainable Development, the Preparatory Committee for Habitat III began organizing the drafting of the New Urban Agenda. The Preparatory Committee Secretariat first identified six areas of the New Urban Agenda, and evolved these six areas into 22 issue papers, and finally formed 10 policy groups based on these 22 issue papers, each of which invited 20 experts and scholars from countries and international organizations to work on the New Urban Agenda.

During the drafting process, the policy groups recognized that urbanization has been a major driver of development and poverty reduction throughout modern history. How to mobilize international attention to the growth of human settlements at all levels, including small rural communities, villages, market towns, medium-sized cities and large cities, how to leverage the role of urban systems and national planning goals as drivers of national economic and social development, how to promote equity, well-being and shared prosperity through new models of urban development, etc., Habitat III " and the New Urban Agenda have the potential to provide a positive response to this.
From late 2015 to March 2016, the policy groups had frequent communication and meetings to complete the relevant foundational parts of the New Urban Agenda. On May 6, the Secretariat released the zero document of the New Urban Agenda for Habitat III. The final formal Preparatory Committee meeting (PrepCom3) was held in Surabaya, Indonesia, from July 25 to 27, and the revised New Urban Agenda was released on July 28. A revised draft of the New Urban Agenda was released on July 28. On September 16, the Habitat III secretariat announced that governments had adopted the draft New Urban Agenda.
