Ministries Issue Opinions on Further Promoting the Development of Smart Communities

Smart community is the full application of big data, cloud computing, artificial intelligence and other information technology means, the integration of various types of community service resources, to create a new form of community governance based on information technology, intelligent management and services. To fully utilize the modern information technology and continuously improve the smart and intelligence level of urban and rural community governance and services, the Ministry of Civil Affairs, the Ministry of Housing and Urban-Rural Development and other seven departments recently issued the Opinions on Further Promoting the Development of Smart Communities.

The Opinions requires to deepen the application of information technology such as the Internet of Things, big data, cloud computing and artificial intelligence, in accordance with the development requirements of smart cities and modern communities, relying on community digital platforms and offline community service agencies, to intensively build a convenient smart service circle, and provide online services and offline services that integrated community life service, community governance and public service, smart community and other services, to make the community more harmonious, make the service more beneficial, and continuously enhance the residents' sense of gain, happiness and security.

The Opinions aims that by the year of 2025, a smart community service platform with grid-based management, refined services, information support, and open sharing will generally be built; a new digital community featuring smart sharing and harmonious co-governance will be initially built; and the level of community governance and service intelligence will be remarkably improved to better perceive the social situation, unblock communication channels, assist decision-making and governance, and to better service people for affairs.

To achieve this goal, the Opinions points out six major tasks as follows.

First, develop an intensive smart community platform. Base on the existing platforms, promote the construction of comprehensive information platforms of the smart community in accordance to local conditions. Promote the connection or integration of various community information systems deployed at different levels and different departments with the comprehensive information platform of the smart community. The authority to approve and accept government affairs services shall be delegated to communities in accordance with the law, the number and types of online handling of government service matters in communities shall be expanded, and the functions of inquiry, handling and feedback of government affairs matters shall be expanded. Improve the e-government service process, implement the operation mode of "one-stop reception at the front desk, and division of labor in the back office" to promote cross-departmental business collaboration and real-time information sharing. Taking the city with districts as the unit, greatly optimize and streamline the business application system deployed in the community, integrate office, management, learning and other apps with relatively single, similar or repeated functions to avoid formalism. Promote the interconnection and integration of the comprehensive information platform of the smart community with the city operation management service platform, the smart property management service platform, and the smart home terminal, and provide integrated management and services.

Second, expand smart community governance scenarios. With the comprehensive information platform of the smart community, establish and improve the public opinion feedback, risk analysis, emergency response, and public opinion response mechanisms to improve the full-cycle management level of the community. Comprehensively promote "Internet + community party building", promote the informatization of community party building work and party member management services. Optimize the community grid management platform, implement the work model of "community input + online notification + department response", and improve the immediate response mechanism to respond to the demands of the people in a timely manner. Build a community disaster risk early warning model, develop real-time monitoring, intelligent early warning, emergency management and intelligent applications for epidemic prevention and control, and comprehensively improve community early warning and emergency response capabilities. Strengthen the construction of a civilized network environment, better meet the growing spiritual and cultural needs of the people, and enhance residents' sense of belonging to the community. Explore and promote online voter registration, community consultation, openness of village (residential) affairs, democratic supervision, etc. for the re-election of village (resident) committees, and smooth channels for mass participation. Promote the construction of smart communities, and expand IoT and cloud services such as smart access control, vehicle management, and video surveillance.

Third, build a new picture of community digital life. With the comprehensive information platform of the smart community, innovate the way of providing government services and public services, and promote the phone/online/nearby services of employment, health, hygiene, medical treatment, aid, pension, disability assistance, childcare, and minor protection. Aggregate the resources of community living service industries such as supermarkets, property, maintenance, housekeeping, pension, catering, retail, beauty salons, sports, etc. in the surrounding communities, link with merchants around the community, and build a convenient and beneficial smart life service circle. Develop e-commerce, explore the establishment of unmanned logistics distribution into the community, and give priority to the development of technical applications that meet the needs of agricultural production, rural areas and farmers. Promote the digitization of various life scenarios such as community shopping and consumption, home life, public cultural life, leisure and entertainment, transportation etc., support the construction of village (community) historical museums, smart homes, and smart sports venues, and create multi-terminal interconnection, multi-party interaction, and smart sharing digital community life. Strengthen digital skills education and training services, help minors, the elderly, and the disabled to share a smart life and eliminate the digital divide.

Fourth, promote the application of big data in the community. Fully relying on natural resources and basic geospatial information database, strengthen the management of place name and address information, improve the basic data of key community places, permanent residents, floating population, disabled elderly, minors, mentally handicapped patients and other key population, and deepen big data mining application, improve the level of accurate dynamic monitoring, prediction and early warning based on high-frequency big data. Accelerate the development of a digital technology-assisted decision-making mechanism, scientifically allocate community service resources, and optimize the functional layout of community comprehensive service facilities.

Fifth, streamlined and consolidated community data entry. Formulate a community information sharing list, improve the unified collection, tabulation, and reporting mechanism, accelerate the establishment of a community data resource system with unified standards and dynamic management, and greatly reduce work ledger reports. Improve the data resource sharing and exchange mechanism between townships (streets) and departmental government affairs information systems, and open data resources to communities according to the needs of serving the people. Strengthen community data security management and protection, focus on strengthening the supervision of the data management and use by the community property service companies, and protect residents' personal information and privacy in accordance with the law.

Sixth, strengthen the construction and renovation of smart community infrastructure. Implement the intelligent transformation project of comprehensive service facilities in urban and rural communities, accelerate the deployment of self-service all-in-one machines for government affairs, and improve the network layout of self-service convenience services such as community government affairs, convenience stores, and smart lockers for deliveries. Rationally set up community public safety video surveillance points, and promote the intelligent application on the surveillance project. Strengthen the barrier-free construction of community information exchange, fully consider the basic needs and habits of minors, the elderly, the disabled and other groups, and provide age-appropriate and barrier-free services. Optimize the layout of community smart hydro, water, gas, and heat service network, promote the construction of smart sensing facilities in the community, and expand the application of smart sensing facilities and technologies in safety management, mass prevention and control, motor vehicle (bicycle) management, and domestic waste disposal. In areas such as maintaining public safety, use face recognition technology with cautious in accordance with relevant laws and regulations.
