The National Forestry and Grass Administration, the Ministry of Agriculture and Rural Affairs, the Ministry of Natural Resources and the National Rural Revitalization Administration recently issued The 14th Five-Year Plan for Village Landscape Improvement jointly. The document suggests that the average village green coverage rate will reached 32 percent until 2025, and over 1.5 billion trees will be planted in the surrounding areas of village.We should also consolidate and upgrade the national forests villages comprehensively , afforest a number of state-owned forests and residential areas of forest farms. A number of forested and green villages with local characteristics should been developed, which means natural ecology in rural areas can be fully protected, the greening of rural areas can be significantly improved, and the living environment in rural areas can be continuously improved.
The plan stressed that we should use Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era as the guidance, and implement Xi Jingping’s thought of ecological civilization. We should firmly uphold and practice the concept that clear waters and green mountains are as good as mountains of gold and silver, and we should also adhere to the basic principles of giving priority to protection, highlighting characteristics, adapting to local conditions, classifying guidance, scientific greening, acting according to one's ability, government offering guidance and multi-party participation. With "protection, green, quality and efficiency" as the main line, we will continue to promote rural landscaping, improve rural living environment, build an ecologically livable and beautiful countryside, and contribute to the modernization of harmonious coexistence between man and nature.
The plan puts forward action targets respectively according to the level of economic and social development of different regions and the current situation of rural landscape. By 2025, in the eastern, central and western regions where comprehensive environment conditions are advanced, the layout of rural greening should be scientific, the interior of villages should be fully green, the scientific greening should be effective, the appearance of villages should be significantly improved, and a long-term mechanism for greening management and protection will be fully established. In the central and western regions where comprehensive environment conditions are normal, most villages should be green as much as possible, effectively improving the quality of their greenery, continuously improving the appearance of villages, and establishing a green management and protection mechanism. In areas with poor natural conditions and underdeveloped economy, rural greening should been promoted step by step, basically ensuring that every village has green scenery, and improving the appearance of villages.
The plan sets out nine major tasks, including scientific planning, protecting rural natural ecology, steadily increasing rural green quantity, focusing on improving green quality, developing green industries that benefit the people, promoting rural ecological culture, promoting the green development of state-owned forest farms and forests, establishing and improving long-term management and protection mechanisms, and strengthening typical demonstration and guidance. It requires that state-owned forest areas and residential areas should be included in the scope of improving rural living environment, take overall consideration and move forward in synchronous manner to stress afforestation and beautification level of residential areas, also improve the living environment of workers. We will strengthen the management and protection of rural greening, give full play to the patrol role of ecological forest rangers and full-time forest rangers, fulfill the responsibility of management and protection, and incorporate the management and protection of greening achievements into the long-term management and protection system for rural human settlements.
The plan stressed that forestry and grassland, agriculture and rural areas, natural resources and rural revitalization departments at all levels should fulfill their respective roles and responsibilities, work closely together to strengthen the organizational leadership, improve the promotion mechanism, strengthen scientific, technological instruction and publicity guidance, also advance the rural greening and beautification campaign continuously and steadily.
