Recently, the National Development and Reform Commission, the Ministry of Housing and Construction, and the Office of the State Council Working Committee on Women and Children jointly issued the "Guidelines for the Construction of Child-Friendly Spaces in Cities (for Trial Implementation)" (hereinafter referred to as the "Guidelines"). The Guidelines propose to promote the construction of child-friendly spaces based on the principle of public welfare and inclusiveness, adhering to the "1 meter height" perspective, practicing education in entertainment, also safety and environmental standards. Let the majority of children enjoy safe, convenient, comfortable and inclusive urban public space, facilities, environment and services.
The Guidelines propose to connect with the 15-minute walking travel range to build child-friendly neighborhood spaces; communities prioritize the configuration of service facilities, playgrounds and walking paths that meet the daily needs of infants, toddlers and preschoolers. Childcare service facilities should not be less than 9 square meters of floor space per nursery, kindergarten floor space should not be less than 2,200 square meters; community should be combined with playgrounds, pocket parks and other additional children's playgrounds, and the configuration of play facilities and caregiver rest facilities, the new residential area of children's playground area should not be less than 100 square meters.
The Guidelines also suggest that priority should be given to child-friendly transformation of public service facilities such as education, health care, child welfare, library reading, exhibition and art performance, and sports, which are used by children more frequently.
Kindergartens should provide sufficient activity space for school-age children, reduce hard paved floors through child-friendly renovation, and increase multi-textured floors such as lawn, sand, mud and slope to provide more natural and environmentally friendly activity sites for school-age children. Medical and health facilities should be set up with special windows for children's medical testing, and anti-collision equipment in line with children's behavioral scale.
