Ministry of Water Resources issued a list of rivers and lakes for the Mother River Recovery Initiative

In order to thoroughly implement Xi Jinping's thought of ecological civilization, complete, accurate and comprehensive implementation of the new development concept, and to promote the new stage of high-quality development of water resources facilities, the Ministry of Water Resources recently issued the "Mother River Recovery Action River and Lake List (2022-2025)", aimed at promoting the implementation of the Mother River Recovery Action, recovery of the ecological environment of rivers and lakes, so that rivers and watershed can back to normal.

Focusing on the two major problems of broken rivers and shrinking and drying lakes, the Ministry of Water Resources analyzed the urgency and feasibility of ecological restoration of rivers and lakes on the basis of organizing a comprehensive survey of the situation of broken rivers and shrinking and drying lakes. Starting from the Mother River in various places, 88 (individual) rivers and lakes, including Yongding River, Chaobai River, Baiyangdian River, Xiliao River, Black River and Shiyang River, were included in the list of rivers and lakes for the 2022-2025 Mother River Recovery Action, including 78 rivers and 10 lakes, 14 cross-provincial rivers and 74 (individual) rivers and lakes in the province, involving 20 provinces, autonomous regions and municipalities directly under the central government.

In recent years, the Ministry of Water Resources has actively promoted the recovery of the ecological environment of rivers and lakes in North China, and the Beijing-Hangzhou Grand Canal has been fully opened for the first time in a century. The Yongding River has twice achieved full recovery of 865 kilometers of rivers, the ecological water level of Baiyangdian has reached 100%, and the ecological environment of rivers and lakes has improved significantly. It has been recognized and praised by all walks of life, and has accumulated valuable experience for the Mother River recovery action.

The notice of the Ministry of Water Resources requires the relevant river basin management agencies and water administration departments at all levels to effectively raise the political level, fully understand the importance and urgency of the Mother River recovery action, and accelerate the preparation of the Mother River recovery action program. "A river (lake) a policy" program adhere to the watershed as a unit, adhere to the problem-oriented, goal-oriented and effect-oriented; strengthen integrated management, system management, source management. Based on the whole nature of the ecosystem and the systematic nature of the basin, the restoration targets of the downstream, the left bank, the right bank, the main tributaries and the upper and lower rivers and lakes were set.

The Ministry of Water Resources requires the relevant river basin management agencies and water administrative departments at all levels to make full use of modern technical means to improve the monitoring system, optimize monitoring methods and strengthen dynamic monitoring; to do a good job of dynamic monitoring and assessment of the ecological flow of rivers, ecological water level of lakes, water withdrawal outside the river, overflow conditions at key cross-sections, changes in groundwater levels, water quality of rivers and lakes, changes in water ecology, etc., and to dynamically grasp the situation of the Mother River management and restoration . The Ministry of Water Resources also requires watershed management agencies and water administration departments at all levels to strengthen coordination, guidance and supervision of the organization and implementation of the Mother River Recovery Initiative in the watershed and region, and to identify and solve problems in a timely manner. Carry out the selection and promotion of typical cases of the Mother River recovery action, encourage and guide the public to play a supervisory role, and mobilize all social forces to participate in the Mother River recovery action.
