In order to thoroughly implement Xi Jinping's thought of ecological civilization; complete, accurate and comprehensive implementation of the new development concept and promote the new stage of high-quality development of water resources; the Ministry of Water Resources recently issued the "Mother River Recovery Action River and Lake List (2022-2025)". It aims to promote the implementation of the Mother River Recovery Action to recover the ecological environment of rivers and lakes in order to facilitate the revitalization of rivers and watersheds.

Focusing on the two major problems of broken rivers and dried-up lakes, the Ministry of Water Resources analyzed the urgency and feasibility of ecological restoration of rivers and lakes on the basis of organizing a comprehensive survey of the situation of broken rivers and shrinking and dried-up lakes. Starting from the Mother River in each place, 88 (one) rivers and lakes, including Yongding River, Chaobai River, Baiyangdian River, Xiliao River, Black River and Shiyang River, were included in the list of rivers and lakes for the Mother River Recovery Action from 2022-2025. The list has 78 rivers and 10 lakes, 14 cross-provincial rivers and 74 rivers and lakes in the province (one), involving 20 provinces, autonomous regions and municipalities directly under the Central Government.

In recent years, the Ministry of Water Resources has promoted the recovery of the ecological environment of rivers and lakes in North China.The Beijing-Hangzhou Grand Canal achieved the first full water access in a century, the Yongding River twice achieved the full water access of 865 kilometers of rivers, and the Baiyangdian ecological water level reached the standard rate of 100%. The ecological environment of rivers and lakes has improved significantly, which has been recognized and praised by all walks of life, and has accumulated valuable experience for the recovery of the Mother River.

The Ministry of Water Resources notice requires the relevant river basin management agencies and water administrative departments at all levels effectively raise the political level, fully understand the importance and urgency of the Mother River recovery action, to speed up the Mother River recovery action "a river (lake) a policy" program preparation work. "A river (lake) a policy" program should adhere to the watershed as a unit, according to the problem-oriented, goal-oriented and effect-oriented; strengthen integrated management, system management, source management. From the ecosystem integrity and watershed system, coordinate upstream and downstream, left and right bank, stem and tributaries, above and below ground. Scientifically set target indicators for river and lake recovery, refine the main tasks, key measures, progress arrangements, clear implementation subjects, organizational division of labor, management measures and security measures.

The Ministry of Water Resources requires the relevant river basin management agencies and water administrative departments at all levels make full use of modern technical means to improve the monitoring system and optimize monitoring methods; strengthen dynamic monitoring, do a good job of dynamic monitoring and assessment of the ecological flow of rivers, ecological water level of lakes, water withdrawal outside the river, overflow conditions at key cross-sections, changes in groundwater levels, water quality of rivers and lakes, changes in water ecology, etc., and dynamically grasp the situation of the treatment and restoration of the Mother River. The Ministry of Water Resources also requires basin management agencies and water administration departments at all levels strengthen coordination, guidance and supervision of the organization and implementation of recovery actions for the Mother River in the basin and region, identify and solve problems in a timely manner. Relevant departments should also actively carry out the selection and promotion of typical cases of the Mother River recovery action, encourage and guide the public to play a supervisory role, and mobilize all social forces to participate in the Mother River recovery action.
