Planning for Development Priority Zone (PDPZ) aims to scheme integrally the future population distribution, economic layout, national land use and urbanization patterns. It divides China’s national and sub-national land space into four categories, development-optimized area, development-prioritized area, development-restricted area, and development-prohibited area, largely according to different regions’ resources and environment bearing capacity, current development density and future development potential. Its purpose is to determine the main function orientation, confirm development direction, control development intensity, standardize development order and improve development policies, then gradually establish a spatial development pattern coordinated with China’s population, economy, resources, and environment. On June 8, 2011, the National Planning for Development Priority Zone was officially released.
