Scenario Planning

Scenario Planning is a strategic analysis method dedicated to the identification of certain and uncertain elements for the future development of cities, which provides needed solutions to various possible scenarios and conditions in the future. It helps to increase the flexibility of planning, and enhance the ability of emergency responses. As a method of military planning, scenario planning first appeared shortly after the World War II. It attracted the attention of the world when Royal Dutch Shell successfully predicted the 1973 oil crisis. Scenario planning could provide a preventive mechanism to help managers del with new changes or even crisis. It is more of a virtual, immersive game, imaginatively rehearsing possible scenarios before the arrival of challenges or problems. When the imagined situation actually presents itself, this planning will handle it with ease and sophistication.
