2.Accurately Follow the Guiding Principles and Main Objectives of the 14th Five-year Period
The Outline firmly sticks to the spirit of the Proposal, adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, highlighting the core principles of standing on the stage of New Development, carrying out the philosophy of New Development, highlighting the organic linkage of 'Two Centenary Goals', putting forward the guiding ideology, tracking principles and strategy orientation, which constitute the guidelines of the economic and social development during the '14th Five-year' period. Based on this, the objective is illustrated in a solid, quantitative, and concrete way. The contents above are logically linked, and its deployment is progressive. We must implement the Outline comprehensively, systematically, with accurate understandings.
The guidelines put forward in the Outline further clarified the major policies for economic and social development during the 14th Five-year Plan period. In order to promote a high-quality development during the 14th Five-Year Plan period and better reflect its core principles, the guideline highlighted a series of new requirements. First, we must implement the philosophy of New Development. The philosophy of New Development is a systematic theoretical system, which answers a series of theoretical and practical questions about the purpose, motivation, means and path at the stage of New Development. It must be applied throughout the whole process and in all fields of development. Second, we should go on pursuing a high-quality development and deepen supply-side structural reform. At present, the contradictions and problems we confronted in development are mainly reflected in the quality of development, and the need for high-quality development must be extended to all areas, including economy, society, culture, and ecological civilization, etc. We will continue to deepen supply-side structural reform, strive to improve the quality of the supply system, and promote a high level of dynamic balance between supply and demand. Third, we need to continue to be empowered by reforming and innovating. Reform and Opening-up and Innovation-driven Development are the two wheels which drive a high-quality development when build a modern economy. We must continue to use reforming and innovating to address development challenges, meet external challenges, and overcome conventional and long-term barriers. Fourth, the fundamental goal is to meet the people's ever-growing needs for a better life. This fully embodies the development thoughts of people-centered development. We must ensure that the development is for people, by people, and its fruits are shared by people, and strive to ensure that all efforts will improve people's wellbeing. Fifth, we need to speed up the building of a New Development pattern featured by Domestic-International Dual Cycles. This is a major and important decision made by the CPC Central Committee concerning our new stage of development, environment, and conditions. We must carry out our work from the perspective of integrating both domestic and international cycles and realizing both development and security, ensuring that a good start for our new journey of socialist modernization.
In order to better implement the guiding principles for development, the Outline, has been in line with and respond to the Proposal, reaffirms the 'Five Principles' that must be followed for economic and social development during the 14th Five-Year Plan period, namely, upholding overall Party leadership, people first, upholding the New Development philosophy, deepening reform and opening up, and adhering to a systematic approach.
On this basis, the Outline also sets up a special section on strategic guidance, which focuses on the relationship between the stage of New Development, the philosophy of New Development, and the pattern of New Development, and puts forward "Five Must", namely, deepening supply-side structural reform, leading and creating new demand by innovation-driven and high-quality supply; establishing an effective system to expand domestic demand and speeding up the cultivation of a complete domestic demand system; pushing forward reform and removing institutional obstacles that restrict economic circulation; unswervingly expanding opening-up and relying on the domestic economic circulation system to form a strong magnet for global resources; strengthening the domination of the Domestic Grand Cycle, improving the efficiency and level of the Domestic Grand Cycle with the International cycle, and realize the mutual promotion of the Domestic-International Dural Cycle.
Anchoring the 2035 Long-Range Objectives, the Outline further details the goals and indicators for economic and social development during the 14th Five-Year Plan period. In line with the Proposal's strategic plan for building a modern socialist country, the Outline clearly describes the long-term goal of preliminarily realizing socialist modernization by 2035 from nine aspects. At the same time, focusing on the tasks of the 14th Five-year Plan and the main targets and requirements, the main targets for economic and social development during the 14th Five-year Plan period were further elaborated and consolidated in terms of economic development, reform and opening up, social civilization, ecological progress, people's well-being, and the effectiveness of national governance. We set 20 major indicators in five areas, including economic development, innovation-driven development, people's well-being, green ecology and security, etc. The setting of these indicators fully reflects the requirements of the philosophy of New Development and fully connects with the indicator system of high-quality development.
There are many innovations in the setting of the main indicators in the Outline. For example, economic growth targets are primarily qualitative. The value of the indicators is defined to be "kept within a reasonable range, proposed according to the situation each year". This is a major innovation that we have made in advancing modernization in an overall and holistic way, by fully grasping the development trend and the internal and external environment during the 14th Five-Year Plan period. It is demonstrated that GDP growth should not simply be regarded as the leading factor, but also implying the requirement of economic growth should be in line with the potential economic growth rate. At the same time, given that there are still considerable uncertainties in the external environment in the coming five years, the absence of a specific quantitative growth target will help us respond more proactively and calmly to various risks and challenges, make development more flexible, and guide all sectors to focus on improving the quality and efficiency of development. Another example is the amounts of indicators related to people's livelihood and well-being. That is, 7 of the 20 major indicators are the well-being of the people's livelihood, accounting for more than one third, which takes the highest proportion compared with previous Five-year plans. They cover the income, employment, education, health care, pension, the nursery and other various areas of people's livelihood, with the comprehensive index of average life expectancy, fully embodying the idea of people-centered development. For example, we first set the security indicators. The comprehensive grain production capacity is set at least 650 million tons, and the comprehensive energy production capacity is set at least 4.6 billion tons of standard coal, which adheres to the principles of bottom line thinking, overall development and safety requirements.
