Sub-regional planning refers to the deployment and policy guidance of social, economic, environmental development and spatial layout of spatial units within the territories of cities or regions. From the administrative point of view, regional planning is often made by the city-level government, the district government is often responsible for the making of regional planning within its administrative territories, that is, sub-regional planning. Sub-regional planning is not the same as district planning, it focuses on the preparation of statutory plans. In Shenzhen, for example, the level of sub-regional planning is higher than that of district planning administratively, they jointly form a complete planning system.
