The 'three lines and one order' (3L1O) refers to the red line for ecological protection, the bottom line for environmental quality, the upper limit for resource utilization and the list of access to the ecological environment. It is an important task in promoting the management of ecological and environmental protection, strengthening environmental control in territorial space, and promoting green and high-quality development. The formulation and implementation of the "three lines and one order" is a key task deployed by the National Ecological and Environmental Protection Conference. At present, 31 provinces (autonomous regions and municipalities directly under the central government) in China have completed the compilation of 3L1O, and have entered the implementation and application stage.
