Rigid constraint

In contrary to flexible constraints which refer to the non-mandatory requirements or guidelines that allow changes and modifications during implementation, rigid constraints refer to the mandatory control requirements that shall be implemented without any change and modification. Urban planning always needs to balance the rigid constraints and flexible constraints for sustainable development in accordance with specific conditions, so as to balance its authority and flexibility.
