Urban lifeline system refers to the key infrastructure guaranteeing the performance of urban functions, including electricity, transportation, and communication, as well as water, heat and gas supplies, etc. The security assurance of urban lifeline system is a big concern of not only cities but also countries. In China, urban lifeline system planning is an important part of city planning, which was also included in the National Strategies of China Adapting to Climate Change issued in 2013.
