江苏省设备成套有限公司受南京市紫东地区建设指挥部、南京市规划和自然资源局、南京市栖霞区人民政府、南京市江宁区人民政府（采购单位名称，以下简称“采购人”）委托，就南京紫东地区核心区城市设计国际咨询（项目名称）进行公开招标采购，现欢迎符合相关条件的供应商参加投标。

Jiangsu Complete Equipment Co., Ltd. carries out an open tender for procurement for the International Consulting for the Urban Design of the Core Area of Nanjing Zidong Area （project name） under the entrustment of Nanjing Zidong Area Construction Headquarter, Nanjing Municipal Bureau of Planning and Natural Resources, Nanjing Qixia District People’s Government, and Nanjing Jiangning District People’s Government （name of the procurement unit, hereinafter simply referred to as “Purchaser”）， and now, suppliers meeting relevant conditions are welcomed to participate in the bidding.

2.1项目背景

Project Background

南京“紫东地区”（图1）是指南京市紫金山以东地区，具体范围北至长江、南至宁杭高速、西至绕城公路、东至南京市界，与镇江（句容）接壤，与扬州（仪征）隔江而望，跨玄武、秦淮、栖霞与江宁四个行政区，总面积约758平方公里，现状总人口约83万。根据市委常委会审议通过的《紫东地区近期发展规划纲要》，紫东地区将以“长三角一体化先导区、宁镇扬同城化核心区、创新生态最优地、生态文旅新标杆”为发展目标，打造“创新之城、文旅之城、产业之城、生态之城”。为高起点规划、高标准建设紫东地区核心区，延续紫金山独特的自然和人文底蕴，塑造新时代城市特色风貌，支撑核心区控制性详细规划的编制，借鉴雄安新区规划建设经验，打造城市建设的典范，特举行《南京紫东地区核心区城市设计国际咨询》活动，本着公开、公平、公正的原则，诚邀国内外具有卓越水平和丰富经验的设计单位参与，聚焦极具创意的活动策划，运用先进的设计理念，引领紫东地区核心区的高质量发展，为南京提升省会城市功能和中心城市首位度不断注入新的动力活力。

Nanjing “Zidong Area” （Figure 1） refers to the area in the east of Purple Mountain in Nanjing. It extends to the Yangtze River in the north, to Nanjing-Hangzhou Expressway in the south, to the Around-City Highway in the west, and to the boundary of Nanjing City in the east. It borders on Zhenjiang （Jurong）， is separated from Yangzhou （Yizheng） by the Yangtze River, crosses the four administrative districts of Xuanwu, Qinhuai, Qixia and Jiangning, covers a total area of around 758Km2, and has a total population of around 830,000 at present. According to the Outline of the Planning for Recent Development of Zidong Area deliberated and adopted at the Standing Committee of the Municipal CPC Committee, Zidong Area will take “the leading area of the Yangtze River Delta Integration, the core area of Nanjing-Zhenjiang-Yangzhou urban integration, the place with the optimal innovation ecology, and a new benchmark of ecological and cultural tourism” as the development goal, and build “the city of innovation, the city of cultural tourism, the city of industry, and the city of ecology”。 In order to plan at a high starting point, construct based on high standards the core area of Zidong Area, continue the unique natural and cultural heritage of Purple Mountain, shape the urban special features and styles in the new era, support the preparation of regulatory plan  for the core area, and develop a model of urban construction by referring to the experiences in the planning and construction of Xiong’an New Area, the activity of International Consulting project for  the Urban Design of the Core Area of Nanjing Zidong Area is specially held. In line with the principles of openness, fairness and justice, we sincerely invite domestic and overseas design units with excellent level and abundant experiences to participate in the project, focus on the extremely creative activity planning, apply advanced design concepts, guide the high-quality development of the core area of Zidong Area, and constantly inject new dynamic force and vitality for improving the functions of Nanjing as a capital city and the primacy ratio of Nanjing as a centre city.

2.2规划设计目标

Guide the high-quality development of the area. 强化区域统筹。结合区位条件、资源禀赋，借鉴国内外先进经验，充分考虑长三角一体化、宁镇扬同城化等区域协调发展的需要，充分发挥核心区“高端商务会务、文化创意、创新研发、教育医疗”等主导功能，辐射带动周边区域及镇江、扬州发展。

Strengthen regional coordination. In combination with location conditions and resource gifts, by referring to the domestic and overseas advanced experiences, and sufficiently considering the demand on regional coordinated development of the Yangtze River Delta integration and Nanjing-Zhenjiang-Yangzhou urban integration, etc., we shall give full play to the dominant functions of the core area such as “high-end commercial conference, cultural creative, innovative research and development, education and medical treatment”， etc., radiate and drive the development of surrounding areas as well as Zhenjiang and Yangzhou.

2.3采购内容

Purchasing Content

本次招标采购人将通过公开招标选取7名中标单位参加后续的咨询活动，提交后续的设计方案。

The tenderee for this purchasing will select seven （7） bid winners through open tender to participate in the follow-up consulting activities and submit the follow-up design schemes.

2.3.1项目范围

Project Scope

“紫东地区核心区”位于紫东地区中部，北至龙王山山脊线，南至沪宁高速，东至规划七乡河，西至绕越高速公路（图2），面积约22平方千米。

The “Core Area of Zidong Area” is located in the middle of Zidong Area, extends to the ridge line of Longwang Mountain in the north, to Shanghai-Nanjing Expressway in the south, to the planned Qixiang River in the east, and to the Around-City Expressway in the west （Figure 2）， and covers an area of around 22Km2.

2.3.2主要内容

Main Content

咨询活动分为方案编制和后期深化整合两部分内容。其中方案编制部分的规划设计主要包括核心区城市设计和重点片区详细设计。

The consulting activity is divided into two parts, namely the scheme preparation and the later-stage deepening and integration. Wherein, the planning and design at the stage of scheme preparation mainly includes the urban design of the core area and the detailed design of key districts.

2.3.2.1方案编制部分

Scheme Preparation

a.核心区城市设计：要整体考虑核心区与周边地区的关系，借鉴国内外城市类似地区成功的开发建设经验，遵循成片规划、整体设计的理念，综合考虑城市空间、产业发展、生态环境、历史文化保护和利用等方面，对核心区功能发展策划、总体空间布局、空间形态设计、人文传承和文旅特色、综合交通设计、环境景观设计、生态保护修复、城市色彩、地下空间开发引导、打造地标及规划实施策略等内容进行地段级城市设计（成果达到1:2000精度，具体参见《南京市城市设计导则（试行）》要求）。

Urban design of the core area: It shall consider the relationship between the core area and surrounding areas on the whole, refer to the successful development and construction experiences of similar areas in domestic and overseas cities, follow the concept of vast-stretch planning and overall design, comprehensively consider the aspects like urban space, industrial development, ecological environment, historical culture protection and use, etc., and carry out section-level urban design of the core area in terms of functional development planning, overall space layout, spatial form design, humanistic inheritance and cultural tourism characteristics, comprehensive traffic design, environmental landscape design, ecological protection and rehabilitation, urban color, guide for underground space development, and strategy for creating landmark and implementing the planning, etc. （the achievements shall reach the precision of 1:2000, and for details, please refer to the requirements of the Guide Rule for Urban Design of Nanjing （Trial Implementation））。

b.重点片区详细设计：结合整体城市设计构思，选择中心商务片区和绿色开敞片区各1个进行地块级城市设计（每个约2-3平方千米，成果达到1:1000精度，具体参见《南京市城市设计导则（试行）》要求）。

Detailed design of key areas: In combination with the concept of overall urban design, we shall select one central business area and one green open area to carry out block-level urban design （each area is around 2-3Km2, and the achievements shall reach the precision of 1:1000. For details, please refer to the requirements of the Guide Rule for Urban Design of Nanjing （Trial Implementation））。

2.3.2.2后期深化整合部分

2.3.2.2 Later-stage of Deepening and Integration

深化整合单位须按照专家及业主单位意见，整合应征方案，并修改完善，深化形成符合实际、理念先进，兼具各家所长、内容完整的城市设计成果。

The deepening and integration  institutions must, according to the opinions from experts and the owner’s institution, integrate, modify and improve the proposals, deepen them to form the urban design achievements which meet the actual situations, contain advanced concepts, include the strong suits of each party, and have complete urban design achievements.

2.3.3咨询规划设计周期

2.3.3 Period of Consulting on Planning and Design

预计在2019年9月初组织项目介绍会和现场踏勘，届时需应征人主创设计师及其团队参会，整个设计周期约为3个月。

It is tentatively scheduled to organize project recommendation meetings and on-site survey at the beginning of September 2019, when lead designer and the team from applicants shall attend the meetings. The whole period of design is around 3 months.

2.3.4奖项设置

2.3.4 Prizes

方案编制阶段：在7名中标单位提交的设计方案中评选出优胜奖2名。

Scheme Preparation Stage: Appraise and select 2 winning prizes winners from the design proposals submitted by the 7 bidding institutions.

2.3.5应征设计补偿金及优胜奖奖金

Compensation for Design Proposals and Prize Money

采购人将在方案编制部分，向按征集文件的要求、且在规定的时间内提交了有效应征文件的应征人支付应征设计补偿金人民币300万元（含税）。但对于未按规定时间提交应征文件，或其应征文件按征集文件规定不被接受，或被取消应征资格的应征人，将不支付应征设计补偿金。

At the stage of scheme preparation, the purchaser will make compensation for design proposals in the amount of RMB3,000,000 （including taxes） to the applicants who have submitted valid design proposals within the specified time frame as required in the solicitation documents. However, the purchaser will not pay compensation money for the design proposals to the applications who did not submit design proposals within the regulated time, or who failed to submit design proposals acceptable according to the solicitation documents, or who have been deprived of the applications qualifications.

采购人将在方案编制部分，向获得优胜奖的两名应征人各支付奖金人民币150万元（含税）；获得优胜奖的应征人有参与后续深化整合工作的优先权，具体事宜根据后续工作的安排进行协商，最终深化方案合同金额约为人民币300万（含税）。

At the stage of scheme preparation, the purchaser will pay the prize money of RMB1,500,000 （including taxes） to two applicants having obtained the winning prize respectively; the applicants having obtained the winning prize will have the priority to participate in the follow-up deepening and integration work. The concrete matters shall be negotiated according to the follow-up work arrangements. The contract amount for the final deepening scheme will be around RMB3,000,000 （including taxes）。

2.3.6语言

Language

本次咨询活动使用的语言为中、英文，在中文、英文两种语言的意思表达不一致时，应以中文为准。

The languages used in this consulting activity are Chinese and English. Where there is any discrepancy between the expressions in Chinese and English, the expression in Chinese shall prevail.

3、供应商资格要求：

Requirements on the Qualifications of Suppliers:

3.1参加政府采购活动的供应商应当具备政府采购法第二十二条第一款规定的条件，并依照政府采购法实施条例第十七条规定提供材料：

The suppliers participating in government procurement activities must meet the conditions regulated in Article 22 （1） of the Government Procurement Law, and provide materials in accordance with the provisions of Article 17 of the Implementation Regulations of the Government Procurement Law:

（1）具有独立承担民事责任的能力（提供法人或者其他组织的营业执照；供应商为自然人的，提供其身份证）；

They have the capability of undertaking civil liability （provide the business license of legal person or other organizations; or provide the identity card where the suppliers are natural persons）；

（2）具有良好的商业信誉和健全的财务会计制度（提供2018年度财务报表，或投标截止时间前六个月内银行出具的资信证明，或财政部门认可的政府采购专业担保机构出具的投标担保函）；

They have a fine business reputation and a sound financial accounting system （provide the financial statements of 2018, or the certificate of credit standing sourced from a bank within six months before the closing time for bidding, or the letter of guarantee for biding sourced from a professional guarantee institution for governmental procurement and approved by the financial department）；

（3）具有履行合同所必需的设备和专业技术能力（供应商根据履行采购项目合同需要，提供履行合同所必需的设备和专业技术能力的证明材料）；

They have the necessary equipment and professional technical skills to perform contracts （suppliers shall provide the certification materials of their equipment and professional technical skills needed for performing the contract according to the requirements of implementing the contract for the procurement project）；

（4）有依法缴纳税收和社会保障资金的良好记录（提供参加本次政府采购活动前半年内至少一个月缴纳增值税，或营业税，或企业所得税的凭据；并提供缴纳社会保险的凭据（专用收据或社会保险缴纳清单））；

They have a fine record of paying taxes and surcharges and social security funds according to the law （provide the vouchers of paying value-added tax, or sales tax, or enterprise income tax within half a year, or at least one month before participating in this government procurement activity; and provide the voucher of paying social insurances （special receipt or social insurance premium payment list）；

（5）参加政府采购活动前三年内，在经营活动中没有重大违法记录（提供承诺书）；

They have no record of material malpractice in their business operations within three years before participating in the governmental procurement activity （provide the letter of commitment）；

（6）法律、行政法规规定的其他条件：无

They meet all the other requirements as may be prescribed by the laws and administrative rules: None.

3.2采购人根据采购项目的特殊要求规定的特定条件，并提供符合特殊要求的证明材料或者情况说明：

The special conditions regulated by the purchaser according to the special requirements of the procurement project, and the certification materials of meeting special requirements or situation description required to provide:

如投标人为中华人民共和国境内注册的法人单位，须具有城乡规划编制甲级资质或建筑行业（建筑工程）设计甲级资质（有效期内）；

If a bidder is a judicial entity registered in the People’s Republic of China, this bidder shall have the Grade-A Qualifications for the Preparation of Urban and Rural Planning, or the Grade-A Qualifications for the Design of Building Industry （Building Engineering） （within the effective period）；

如投标人为境外机构在中华人民共和国境内设立的分支机构或办事处等，其境外机构须具有所在国、地区政府主管部门或其有关行业组织核发的从事城市规划、建筑设计其中之一的相应资格或执业许可。

If a bidder is a branch institution or office, etc. established in China by a foreign institution, its foreign institution shall have corresponding qualification or practice license for dealing with urban planning or building design, as issued by the competent governmental department or relevant industrial organization in the country or region where it locates.

港、澳、台规划设计机构的资格要求参照境外设计机构资格要求的规定。

The requirements on the qualifications of the planning and design institutions in Hong Kong, Macao and Taiwan may follow the provisions of the requirements on the qualifications of design institutions at abroad.

本项目接受联合体投标；联合体的各成员应共同签署联合投标协议，且组成项目联合体的各成员单位不得再以自身名义单独或作为其他联合体成员参与报名；

The project accepts the bidding of consortium. Each member of a consortium shall jointly sign a consortium agreement, and each member unit forming the project consortium shall not participate in the registration in their own name individually or as a member of other consortiums;

为了保证项目参加人员对中国地区背景和相关要求的准确理解，投标人拟投入团队项目专业技术人员中应至少有一名通晓汉语人员（提供承诺书及人员配备表等相关证明材料）；

In order to guarantee the accurate understanding of project participants on Chinese regional background and relevant requirements, the professional technical personnel of the team that a bidder intends to input for the project shall include at least one person who is proficient in Chinese language （provide the letter of commitment and personnel list, and other relevant certification materials）；

投标人须承诺拟委派的项目负责人全过程主持本项目，未经招标人允许不得更换项目负责人（提供承诺书）。

A bidder shall promise that the project principal it intend to appoint will host the project in the full process, and shall not replace the project principal without the tenderee’s prior permission （provide the letter of commitment）。

3.3第3.1（5）条所称重大违法记录，是指供应商因违法经营受到刑事处罚或者责令停产停业、吊销许可证或者执照、较大数额罚款等行政处罚。

The “material malpractice” stated in Clause 3.1 （5） refers to that suppliers are subject to administrative punishments, such as criminal punishments, or being ordered to stop production and business, being revoked of permit or license, being imposed a large amount of fine, etc. for illegal business operation.

供应商在参加政府采购活动前3年内因违法经营被禁止在一定期限内参加政府采购活动，期限届满的，可以参加政府采购活动。

Where a supplier is forbidden to participate in government procurement activities within a certain period for illegal business operation within three （3） years before participating in the government procurement activity, and the certain period expires, then this supplier may participate in the government procurement activity.

3.4单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。

Different suppliers with the same principal or having direct controlling and management relationship shall not participate in the government procurement activity under a same project.

为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。

The suppliers providing the services such as overall design, specifications preparation or project management, supervision, and testing, etc. for the procurement project shall not participate in the other procurement activities of the procurement project.

3.5拒绝列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单的供应商参与政府采购活动。采购代理机构将在开标结束后，通过“中国政府采购网”、“信用中国”网站等渠道查询投标人信用记录并保存。

The suppliers listed into the shortlist of the persons who break their promises and are executed and the parties of major tax law violation cases, and the shortlist of serious violation of laws and promises in government procurement will be refused to participate in the government procurement activity. The procurement agency will, after bid opening, inquire about and keep bidders’ credit record through the channels like “the website of Chinese government procurement （www.ccgp.gov.cn）” and “Credit China （www.creditchina.gov.cn）”， etc.

3.6供应商应当从采购代理机构合法获得招标项目的招标文件。

Suppliers shall obtain the bidding documents of the tender project lawfully from the procurement agency.

3.7勘察现场或答疑：无。

4、招标文件发售信息：

4.1凡有意参加投标者，请于2019年8月5日17时至2019年8月22日17 时（北京时间，下同），登陆中招联合招标采购平台下载电子招标文件。下载者应充分考虑平台注册、信息检查、资料上传、购标确认、费用支付所需时间，下载者必须在前述时间段内完成支付，否则将无法保证获取电子招标文件。

Any party intending to participate in the bidding shall please log on the Zhongzhao United Bidding Purchasing Platform to download electronic bidding documents from 17:00 of August 5th, 2019 to 17:00 of August 23th, 2019 （Beijing Time, the same below）。 The downloading personnel shall sufficiently consider the time needed for registration on the platform, information examination, materials uploading, procurement bid confirmation, and expense payment, and must complete the payment within the aforesaid period of time, or it will be unavailable to guarantee the acquisition of the electronic bidding documents.

4.2招标文件每套售价250元（含平台下载费100元），售后不退。

The bidding documents are sold at the price of RMB250/ set （including the fee for downloading on the platform RMB100）， which shall not be refunded after the sale.

4.3中招联合招标采购平台（以下简称平台）网址为：http://www.365trade.com.cn/。下载者首次登陆平台前，须前往平台免费注册，平台将对下载者注册信息与其提供扫描件信息进行一致性检查。注册为一次性工作，以后若有需要可变更及完善相关信息；注册成功后，可以及时参与平台上所有发布的采购项目；同一单位不同的经办人可各自建立不同账户。

The website of Zhongzhao United Bidding Purchasing Platform （hereinafter simply referred to as Platform） is <http://www.365trade.com.cn/>. Before logging on the platform for the first time, the downloading personnel shall register on the platform for free, and the platform will check the consistency between the downloading personnel’s registration information and the information in the scanned documents provided by them. The registration is a one-time work, and if necessary in the future, relevant information may be changed and improved; after successful registration, the downloading personnel may participate in all the procurement projects issued on the platform in time; different transactors from a same unit may establish their own different accounts.

4.4下载者须通过平台填写“购标申请”，上传法定代表人授权书或单位介绍信，否则购买操作无法完成。

Downloading personnel shall fill in “Application for Procurement of Bidding Documents” on the platform, upload the power of attorney of the legal representative or the unit’s letter of introduction, or the procurement operation cannot be completed.

4.5下载者选择“需要邮购纸质标书”的，需支付邮购费，采购代理机构将在文件下载后的1个工作日内寄送。

Where the downloading personnel choose “need to purchase paper bidding documents by mail”， the downloading personnel shall pay the postage, and the procurement agency will send the documents within one （1） working day after the downloading.

4.6下载者需要发票的，须通过平台“发票管理”模块进行操作。招标文件费用及邮购费发票由采购代理机构出具；下载者选择出具增值税普通发票的，可在支付后3日内登陆前述模块下载增值税电子普通发票；选择出具增值税专用发票的，可在开标时在开标现场领取；平台下载费发票由中招联合信息股份有限公司（以下简称平台公司）自动出具增值税电子普通发票，下载者可在支付后3日内登陆前述模块下载。非因采购代理机构或平台公司原因，发票一经开具不予退换。

Where the downloading personnel need an invoice, they shall carry out operation through the “invoice management” module on the platform. 4.7平台网站首页“帮助中心”提供操作手册，下载者可以下载并根据操作手册提示进行注册、登录、购买支付、发票开具领取等操作。平台咨询电话为：010-86397110，服务时间为工作日上午9时至12时，下午1时30分到5时。平台会通过短信提醒下载者进行注册、支付、下载等操作。

The “Help Center” on the home page of the platform website provides operation manual. The downloading personnel may download the operation manual, and carry out the operations such as registration, logon, procurement and payment, invoice drawing and acquisition, etc. according to the prompts of the operation manual. The consulting hotline of the platform: ：010-86397110; the service time is 9:00a.m. to 12:00a.m., and 1:30p.m. to 5:00p.m. on working days. The platform will remind downloading personnel by means of short message service to carry out the operations such as registration, payment, and downloading, etc.

4.8联合体投标（如允许）的，联合体各方应当指定牵头人，并授权其以自身名义在平台办理注册、购买文件、缴纳保证金等手续，其在平台的办理行为，对联合体各方均具有约束力。

In case of bidding by a consortium （if allowed）， each party of the consortium shall specify the organizer, and authorize the organizer to handle the formalities such as registration, purchasing documents, and paying guarantee deposit, etc. in his/ her own name, and his/ her behavior of handling relevant formalities on the platform shall have sanctions on each party of the consortium.

5、投标文件接收信息：

7、投标人应提供电子版投标文件1份（一般应为PDF格式、U盘形式（单独封装）、随纸质正本文件一并提交）。当电子版文件和纸质正本文件不一致时，以纸质正本文件为准。电子版文件用于辅助评标和平台存档，投标人需承担前述不一致造成的不利后果。

Bidders shall provide one （1） copy of electronic bidding documents （generally in PDF format, in U-shaped disk （sealed up independently）， submitted together with the original paper documents）。 If the electronic documents and original paper documents are inconsistent, the original paper documents shall prevail. Electronic documents will be used to assist with the bid evaluation and for filing on the platform, and bidders shall undertake the negative consequences arising from the aforesaid inconsistency.

8、供应商诚信档案管理

Management of Suppliers’ Credit Files

根据《南京市政府采购供应商信用管理工作暂行办法》（宁财规[2018]10号）有关规定，凡在南京地区参加政府采购活动的供应商，应当事先登陆“信用南京”（www.njcredit.gov.cn）或“南京市政府采购网”（www.njgp.gov.cn）主页“政府采购供应商诚信档案”栏目进行注册登记。由于特殊原因未及时注册的供应商可先行获取采购文件，但必须在提交投标（响应）文件截止日2天前办理登记注册手续。

In accordance with relevant provisions of the Interim Measures of Nanjing for Credit Management of Government Procurement Suppliers （Ning Cai Gui [2018] No. 10）， all suppliers participating in government procurement activities in Nanjing shall log on the column of “Credit File of Government Procurement Suppliers” on the home page of “Credit Nanjing” （www.njcredit.gov.cn） or “Nanjing Government Procurement Network” （www.njgp.gov.cn ） in advance to carry out registration. The suppliers who fail to carry out registration in time for special reasons may acquire the procurement documents first, but must handle the registration formalities two （2） days before the closing date for submitting tender （response） documents.

供应商申请网上注册的，应当按以下程序进行：

Suppliers may apply for online registration according to the following procedures:

（1）登陆“信用南京”或“南京市政府采购网”网站，点击“政府采购供应商诚信档案”图标，在弹出的用户登录界面，点击“新用户注册”；

Log on the website of “Credit Nanjing” or “Nanjing Government Procurement Network”， click the icon of “Credit File of Government Procurement Suppliers”， and then click “New User Registration” on the user logon interface popped out.

（2）在“新用户注册”界面，供应商自行设置用户名、登录密码，如实填写“南京市政府采购供应商诚信档案注册登记表”，根据本办法第十七条规定上传相关资料，并进行信用承诺确认后，提交注册申请；系统审核后，供应商即可登录系统进行相关功能操作。

On the interface of “New User Registration”， the suppliers shall independently set up user name and logon password, truthfully fill in the “Registration Form of Credit File of Government Procurement Suppliers”， upload relevant materials in accordance with the provisions of Article 17 of the Measures, confirm the credit commitment, and then submit the application for registration; after the review by the system, suppliers may log on the system to operate relevant functions.

注册成功后，供应商参加本次政府采购活动时，在采购文件发布之日起至递交投标文件截止日前，应先登录“信用南京”在线打印其“南京市政府采购供应商信用记录表”，经法定代表人签名盖章后作为投标文件的组成部分“南京市政府采购供应商信用记录表”是其参加本次政府采购活动的必备材料。

After successful registration, the suppliers participating in this government procurement activity shall, from the issue date of the procurement documents to the closing date for submission of tender documents, firstly log on the “Credit Nanjing” to print their “Credit Record Form of Nanjing Government Procurement Suppliers” online, which shall form an integral part of the tender documents after being signed and affixed seal by the legal representative, and shall be a necessary material for the suppliers to participate in this government procurement activity.
